Some of the reasons sex slavery is a very low risk business for the perpetrators are:
Corruption in law enforcement, border control, and judicial systems.
Lack of international coordination and cooperation in investigating and prosecuting trafficking crimes.
Little money dedicated to specific law enforcement focused on slave related crimes.
Weak punishments of sex traffickers.
